Course Announcement: Building Safety Act Duties & Compliance for Accountable Persons & Principal Accountable Persons

The Building Safety Act 2022 places defined responsibilities on duty holders responsible for occupied higher-risk buildings. These responsibilities are concerned with how building safety risks are identified, assessed, managed and evidenced throughout occupation.

For organisations responsible for these buildings, establishing who holds AP and PAP duties is an important starting point. The course explains how these roles are determined through legal estate and repairing obligations and where delegation of tasks ends while legal accountability remains with the duty holder.

Under the in-occupation regime, Accountable Persons have duties that include assessing and keeping building safety risks under review, taking reasonable steps to prevent and mitigate fire spread and structural failure, maintaining relevant building safety information and appointing competent people to assist with their duties.

Principal Accountable Persons carry additional responsibilities. These include registering the building, establishing and maintaining mandatory occurrence reporting arrangements, preparing and updating the safety case report, supporting the Building Assessment Certificate process and preparing, maintaining and acting in accordance with a resident engagement strategy.

These duties require more than having procedures in place. Organisations need to be able to understand who is responsible for each part of the system, how competence is assessed, how safety information is maintained and how the arrangements used to manage building safety risks can be evidenced.

This training helps organisations responsible for higher-risk buildings:

• Give APs, PAPs and those supporting them a shared understanding of their respective responsibilities
• Improve understanding of what safety case reports and Building Assessment Certificate processes require
• Apply a more consistent standard of building safety understanding across buildings, sites and teams
• Support competence assurance by helping duty holders understand what competence means and what evidence should be recorded
• Strengthen oversight of contractors, consultants and managing agents by clarifying where delegated tasks sit within the wider accountability framework
• Reinforce the importance of maintaining building safety information and demonstrating how risks are managed in practice

This course is designed for anyone who holds, supports or advises on Accountable Person duties in occupied higher-risk residential buildings, including:

• Accountable Persons
• Principal Accountable Persons
• Building owners and landlords
• Responsible Persons for high-rise residential buildings
• Health and safety managers
• Facilities and housing managers
• Fire safety and compliance officers

It is particularly relevant to organisations responsible for occupied buildings in England containing at least two residential units that are at least 18 metres high or have at least seven storeys.
