Human Focus has introduced The Golden Thread, Gateways & Mandatory Occurrence Reporting, an IIRSM-approved online course for Accountable Persons (APs), Principal Accountable Persons (PAPs) and teams supporting their duties in occupied higher-risk residential buildings in England.
The course explains how building safety information passes through the gateway stages, what to check at handover and how records should be maintained during occupation. Scenarios involving missing fire-door records and defective fire stopping connect these responsibilities to everyday building management.
Learners can complete the course online at their own pace.
Missing installation records, incomplete handover documents and unrecorded changes can make it difficult to establish what has been fitted, what has been checked and what needs attention.
The Building Safety Regulator’s (BSR) Golden Thread guidance sets out how APs and PAPs must keep building safety information digitally and manage it so authorised users can access and use it. Maintaining this information remains an ongoing responsibility during occupation.
APs must also report qualifying safety occurrences to the BSR for the parts of the building they are responsible for. A defect that meets the reporting criteria still needs reporting even if it is repaired quickly.
This training helps your organisation:
- Clarify the checks to make before accepting handover information
- Support consistent recording of maintenance, repairs and residents’ safety concerns
- Improve understanding of mandatory occurrence reporting thresholds and timescales
- Strengthen communication between dutyholders and those managing safety records
The course is designed for people who hold or support building safety duties in occupied higher-risk residential buildings, including:
- Accountable Persons
- Principal Accountable Persons
- Building safety and records staff
- Housing association and council teams
- Freeholders and managing agents
- Build-to-rent and student accommodation landlords
Participants will learn about:
- The purpose of the Golden Thread and the building safety information it typically contains
- The three gateway stages and how they shape information passed to APs and PAPs
- Handover checks and warning signs, including gaps in construction and change control records
- Keeping records digital, secure, accessible and up to date
- Recording inspections, maintenance, repairs and residents’ safety concerns
- Recognising incidents or defects that meet the mandatory occurrence reporting threshold
- The notice and report stages, their timescales and the information required
- Applying reporting principles to a defective fire-stopping case study
The course provides awareness of these duties. Completion does not constitute a formal assessment of competence to undertake statutory dutyholder responsibilities.
Give those responsible for building safety information a clearer understanding of handover checks, ongoing records and mandatory occurrence reporting.
