The Dangerous Substances and Explosive Atmospheres Regulations (DSEAR) require duty holders to assess and control fire and explosion risks where flammable gases and vapours from liquids are stored, transferred or used. In practice, regulators and auditors expect duty holders to explain how releases were identified, how ignition was controlled and why their hazardous area classification can be justified. When that understanding varies across a site, risk assessments become inconsistent, decisions on ventilation, equipment selection and zoning are harder to defend and the health and safety team must fill the gaps.
